Summary: In accordance with Articles 148(2) and 148C(2) of the Constitution of the Republic of Singapore, this Act seeks to make additional provision for the financial year 1st April 2002 to 31st March 2003 (both dates inclusive) to meet expenditure in excess of the sums authorised by the Supply Act 2002 (Act 1 of 2002) and the Supplementary Supply (FY 2002) Act 2002 (Act 42 of 2002).

Customs (Amendment) Act 2003

Long Title: An Act to amend the Customs Act (Chapter 70 of the 2001 Revised Edition) and to make consequential amendments to certain other written laws.

Summary: This Act seeks to amend the Customs Act (Cap. 70), amongst other provisions —

  1. (a) to provide for the appointment of the Director-General, Deputy Directors-General of Customs, Assistant Directors-General of Customs and other senior officers of customs by the Minister, to provide for their powers under the Act, and to enable the Director-General (with the approval of the Minister) to confer on the senior officers of customs, all or any of his powers subject to such conditions or restrictions as he thinks fit;

  2. (b) to provide for the appointment of other officers of customs by the Director-General, and to allow the Director-General to confer on them all or any of the powers of a senior officer of customs;

  3. (c) to enable outstanding duties, taxes, fees and other charges to be recovered by the Director-General (instead of the Minister) as a civil debt due to the Government;

  4. (d) to empower the Minister to remit (in addition to the power to refund) customs duties, excise duties, taxes, fees and charges which may be payable or which may have been paid by any person;

  5. (e) to clarify that the manufacture of all dutiable goods is to be licensed;

  6. (f) to provide for the declaration of dutiable goods at points of entry into Singapore which have, and which do not have, the Red Channel and Green Channel system; and

  7. (g) to make consequential amendments to certain other written laws.

Infectious Diseases (Amendment) Act 2003

Long Title: An Act to amend the Infectious Diseases Act (Chapter 137 of the 1999 Revised Edition) and to make a consequential amendment to the National Environment Agency Act 2002 (Act 4 of 2002).

Summary: This Act seeks to amend the Infectious Diseases Act (Cap. 137) —

  1. (a) by enlarging the definition of “infectious disease” to include certain diseases which are not specified in the First Schedule, but which, if left uninvestigated or unchecked, would result in an epidemic of that disease;

  2. (b) by making it clear which provisions of the Act fall under the respective purviews of the Minister for Health and the Minister for the Environment;

  3. (c) to provide that the failure on the part of a person to comply with any requirement by the Director of Medical Services (the Director) to be medically examined is an offence, and the Director can order the removal of the person to any hospital or place where he may be detained until he is free from infection;

  4. (d) to provide that upon failure on the part of a person to comply with the requirement to undergo any examination or treatment, the person may be arrested without warrant and detained;

  5. (e) to enable the Minister for Health to prohibit any person or class of persons from an infected area from entering Singapore, except under such conditions as he may specify;

  1. (f) to enhance the Minister’s power to order the compulsory vaccination of persons in the event of an outbreak or imminent outbreak of...
