Constitution of the Republic of Singapore (Amendment) Act 1997
Act No. 1 of 1997

Long Title: An act to amend the Constitution of the Republic of Singapore (1992 Revised Edition).

Passed by Parliament on: 31st July 1997.

Assented to by President on: 13th August 1997.

Publication date: 22nd August 1997.

Commencement date: 1st September 1997 vide S 367/97.

Summary:

Article 39 of and the Fourth Schedule to the Constitution of the Republic of Singapore are amended to increase the maximum number of nominated Members of Parliament from 6 to 9.

Comments: After operating the nominated Member of Parliament (NMP) Scheme for six years, Parliament has decided to fine—tune the selection process by inviting nominations from certain functional groups for the consideration of the Special Select Committee. Three Proposal Panels have been set up to recommend candidates for consideration by the Special Select Committee. The three Panels are:

  1. (a) Business and Industry, comprising the President of the Singapore National Employers’ Federation, the Presidents or Chairmen of the Chinese, Malay, Indian and International Chambers of Commerce and Industry and the President of the Singapore Confederation of Industries.

  2. (b) The Professions, comprising the President of the Singapore Medical Association, the Master of the Academy of Medicine and the Presidents of the Institutes of Certified Public Accountants, Engineers, Architects and the Academy of Law.

  3. (c) The Labour Movement, with Panel Members to be appointed by the Central Committee of the National Trades Union Congress.

9 NMPs were sworn in to Parliament on 7th October 1997.

Education (Amendment) Act 1997

Long Title: An Act to amend the Education Act (Chapter 87 of the 1985 Revised Edition) and to make consequential amendments to other written law.

Assented to by President on: 2nd September 1997.

Summary:

The Education Act (Cap. 87) is amended by changing the title of Director of Education to Director—General of Education, and any reference to the Director of Education in any written law is to be construed as a reference to the Director—General of Education.

Comments: The Education Service will be restructured to give the Director—General of Education broader and heavier responsibilities. The Director—General of Education will be responsible for defining the overall education strategies and managing the resources required for the goal of providing high quality education for all Singaporeans and will take ultimate responsibility for the educational outcomes achieved by the education system as a whole.

Final Supply (FY1996) Act 1997

Long Title: An act for making final provision to meet additional expenditure for the financial year 1st April 1996 to 31st March 1997.

Passed by Parliament on: 31st July 1997.

Assented to by President on: 16th August 1997.

Commencement date: 22nd August 1997.

Summary:

In accordance with Articles 148 (2) and 148C (2) of the Constitution of the Republic of Singapore, this Act makes final provision for the financial year 1st April 1996 to 31st March 1997 to meet expenditure in excess of the sums authorised by the Supply Act 1996 and the Supplementary Supply Act (No. 2) 1996 (Acts 14 and 29 of 1996). Supplementary estimates in respect of the additional provisions have been laid before Parliament.

Medical Registration Act 1997

Long Title: An Act to provide for the registration of medical practitioners and for matters connected therewith, and to repeal the Medical Registration Act (Chapter 174 of the 1985 Revised Edition).

Summary:

This Act repeals and re—enacts with amendments the Medical Registration Act (Cap. 174) (referred to hereinafter as the repealed Act). It introduces new provisions relating to compulsory voting in the election of Medical Council members, the registration of medical practitioners, practising certificates and disciplinary proceedings. It provides for the establishment of a Credentials Committee, a Specialists Accreditation Board, Complaints Committees and Health Committees.

The Medical Council of Singapore established under section 3 (1) of the repealed Act shall continue to exist and shall be known as the Singapore Medical Council (SMC)(section 3). Voting for election of Medical Council members by registered medical practitioners is made...
