Police Force (Amendment) Act

Summary: This Act amends the Police Force Act for the following purposes:

  1. (a) to confer on designated intelligence officers, for the purposes of investigation, all powers of investigation of inspectors of police under the Criminal Procedure Code (Cap. 68) or under such other written law as the Minister may, by notification in the Gazette, prescribe;

  2. (b) to provide immunities for such intelligence officers relating to acts done in obedience to a warrant issued; and

  3. (c) to empower the Minister to confer the powers of an Assistant Superintendent of Police or Superintendent of Police under such written law as the Minister may, by notification in the Gazette, prescribe, on such intelligence officers as he may determine.

National Environment Agency Act
Act No. 4 of 2002

Long Title: An Act to establish and incorporate the National Environment Agency, to provide for its functions and powers, and for matters connected therewith; and to make consequential and related amendments to certain other written laws.

Summary: This Act establishes and incorporates the National Environment Agency (the Agency) and transfers to the Agency the functions, property, liabilities, and employees of the departments within the Environmental Public Health Division and the Environmental Policy and Management Division of the Ministry of the Environment, and the Meteorological Service Department of the Ministry of Transport.

Statutory Corporations (Capital Contribution) Act

Long Title: An Act to amend the Financial Procedure Act (Chapter 109 of the 1992 Revised Edition) and various other written laws to enable the Government to invest by way of capital injection in certain statutory

corporations out of capital contributions appropriated by Parliament and to require every such statutory corporation to issue shares or securities in return.

Summary: This Act introduces a new s 7A to the Financial Procedure Act (Cap. 109) to empower the Minister for Finance to invest by way of capital injection into any statutory corporation established by written law out of a capital contribution appropriated by Parliament from the Consolidated Fund for the statutory corporation.

The Act also amends various Acts to require the statutory corporations constituted under those Acts to issue such shares and securities to the Minister for Finance as that Minister may direct as a consequence of the vesting of any property, rights or liabilities of the Government in the statutory corporation under the relevant Act, or of any capital injection or other investment by the Government in the public authority under any written law.

Summary: This Act amends the Government Securities Act (Cap. 121 A) to deal with a new class of Government securities that are redeemable at any time and at the election of the holder thereof.

Sale of Food (Amendment) Act

Long Title: An Act to amend the Sale of Food Act (Chapter 283 of the 1985 Revised Edition) and to make a consequential amendment to the Environmental Public Health Act (Chapter 95 of the 1999 Revised Edition).

Summary: This Act amends the Sale of Food Act (Cap. 283) to enable the Agri-Food and Veterinary Authority to administer the Act, to expand the scope of the Act to cover certain food establishments, and to make a consequential amendment to the Environmental Public Health Act (Cap. 95).

The Act introduces several new provisions into the Sale of Food Act. In particular, the new s 20A provides for the requirement of licensing of food establishments used for the purposes specified in the Second Schedule. The new s 20B requires licensees, their assistants and employees, and applicants to undergo medical examinations or treatment if they are suffering from or are suspected to be carriers of any infectious diseases. Section 20B also provides for the licensee, his assistant and employee to be immunised against any infectious disease. New ss 37A to 37L are also introduced to provide for various matters in the administration of the Sale of Food Act.
