Charge

The 6 accused persons were charged as follows:-

You, B1. CHUAH SING PING, M/17 YRS (DOB: 22.2.80) NRIC: S8005394J B2. [PREVANG KIAN CHOON[NEXT LAWERENCE, M/16 (DOB: 28.8.80) NRIC: S8025815A B3. CHNG HENG LEE MELVIN, M/16 YRS (DOB: 31.10.80) NRIC: S8034348E B4. YEOW KUI YEE, M/17 YRS (DOB : 16.4.80) NRIC: S8010709I B5. WONG WEI CHIEN, M/17 YRS (DOB 11.6.80) NRIC: S8016662A B6. YAP SHIH MING GENE, M/16 YRS (DOB : 27.7.80) NRIC: S8022627F are charged that you, on or about the 29th day of January 1997, at about 9.50 pm, at the Ang Mo Kio West Garden, Ang Mo Kio Ave 6, Singapore, together with 2 other male Chinese, namely See Peng Woei Justin and Kee Wee Han Royston, were members of an unlawful assembly whose common object was to cause hurt to one Lim Meng Choon and one Tan Leng Hua, and in prosecution of the common object of such assembly, you used force, to wit, by kicking and fisting them, and you have thereby committed an offence of rioting punishable under Section 147 of the Penal Code, Chapter 224.

Facts

The following facts were admitted by them without qualifications:- "Victims are : A1 Lim Meng Choon, m/19 Yrs FIN: F0179772R A2 Tan Leng Hua, m/18 Yrs NRIC: S7829426D A1 is a Police Constable bearing service number 95540 attached to the Police Coast Guard and A2 is a national serviceman in the Singapore Armed Forces. He is A1's friend.

YAP SHIH MING GENE, M/16 YRS (DOB : 27.7.80) NRIC: S8022627F 3 On 29 Jan 97 at about 10.12 pm, A1 reported to the Ang Mo Kio Police Post that about 7 to 8 people had assaulted him and his warrant card had been taken away.

4 Investigations revealed that on 29 Jan 97 at about 8.30 pm, the 2 victims went to the Ang Mo Kio West Garden with their two civilian friends, namely : Lim Chun Hwee and Wong Wai Meng.

5 At about 9.30 pm, whilst the 2 victims and their two friends were having a chit chat on the stone seat near the top of the garden, the 6 accused and two others, namely : See Peng Woei Justin, m/14 Yrs, and Kee Wee Han Royston, m/14 Yrs, with two female friends walked past them.
